Le portefeuille public marocain compte, à fin septembre 2024, un total de 271 établissements et entreprises publics (EEP), selon le rapport annexé au projet de loi de finances (PLF) 2025.
Ces EEP se divisent en deux grandes catégories : 228 établissements publics et 43 sociétés anonymes à participation directe du Trésor, précise le document.
Le rapport souligne également que plusieurs de ces EEP détiennent des « filiales ou des participations », représentant un total de 525 entités, dont 53% sont détenues majoritairement. Par ailleurs, le portefeuille public inclut 73 sociétés anonymes à participation directe des collectivités territoriales et 53 autres organismes publics.
Entre 2022 et septembre 2024, des évolutions notables ont touché ce portefeuille, telles que la création de nouvelles structures publiques comme l’Agence de développement du Haut Atlas, l’Agence nationale d’Aide Sociale et la Haute Autorité de la Santé. En parallèle, l’Institut Supérieur de la Magistrature a vu son statut transformé.
Du côté des transactions majeures, on note la cession par l’État de ses participations dans la société « La Mamounia » à l’OCP SA, via sa filiale Maghrib Hospitality Company, en juillet dernier. De même, l’OCP SA a acquis la totalité des parts de l’État dans la société d’aménagement et de développement de Mazagan en décembre 2023. En revanche, certaines entités ont été dissoutes, comme la société SABR Aménagement en juin 2022 et la Ligue nationale de lutte contre les maladies cardiovasculaires, conformément auDahir n°1-24-35 du 7 août 2024.
Le rapport met aussi en lumière la création de sept nouvelles filiales au sein du portefeuille public, avec deux filiales pour l’OCP SA, deux pour Barid Al-Maghrib, et trois respectivement pour la Caisse de dépôt et de gestion (CDG), le Crédit Agricole du Maroc (CAM) et l’Office national des chemins de fer (ONCF).
Dans un souci d’accélération des réformes des EEP et de mise en œuvre de la régionalisation avancée, plusieurs projets ont vu le jour. Parmi eux, la création de 12 sociétés régionales multiservices (SRM), destinées à remplacer les Régies de distribution et les directions régionales de l’Office national de l’Électricité et de l’Eau potable (ONEE).
Dans le domaine de la santé, le rapport mentionne la création de 12 groupements sanitaires territoriaux (GST) qui prendront le relais des établissements de santé publics, y compris les Centres Hospitaliers Universitaires (CHU), à l’exception des structures militaires et des bureaux communaux d’hygiène, régis par des lois spécifiques.
