There is no denying that Samsung has been very late this year. It is November, and Samsung still hasn't released the first beta version of Android 15 (One UI 7.0). However, One UI 8.0 could be released much earlier next year, as Google has confirmed that Android 16 will be released early in 2025.
Google has officially confirmed that Android 16 will be released in the second quarter of 2025, which is three months earlier than usual. So, the stable Android 16 update will be out in June 2025. Based on that, Samsung could release One UI 8.0 in the third quarter (July – September) of 2025.
This early release is to coincide with major smartphone launches in the third quarter. So, it is likely that the Pixel 10 series and Samsung's next-generation foldable phones—Galaxy Z Flip 7 and Galaxy Z Fold 7—will come pre-loaded with Android 16.
In fact, Google has confirmed that there will be two Android releases next year. The first major update will arrive in the second quarter of 2025, while the next release will come in the fourth quarter. The minor update will include “feature updates, optimizations, and bug fixes since the major release.”

It remains to be seen whether Google will call that minor release Android 16.1 or Android 16.5. Based on that minor version of Android, Samsung could release One UI 8.1 or One UI 8.1.1 before the end of next year.
