Durant l’année 2023, Bank Al-Maghrib (BAM) a maintenu ses efforts pour le développement des services financiers digitaux en collaboration avec les différents acteurs publics et privés. Par conséquent, le nombre de M-Wallets a augmenté en 2023 de 35% par rapport à l’année précédente, dépassant les 10 millions. C’est ce qui ressort du rapport annuel sur les infrastructures des marchés financiers et les moyens de paiement, leur surveillance et l’inclusion financière au titre de l’année 2023, publié par BAM.
En effet, la Banque a intensifié le développement des services financiers digitaux en 2023. Pour ce faire, elle a réalisé des études pour analyser le comportement des consommateurs vis-à-vis des paiements électroniques, identifier les obstacles à leur adoption, et définir les actions nécessaires à la dématérialisation des paiements, en particulier pour les transactions gouvernementales.
De plus, BAM, en partenariat avec la Banque Mondiale, a souligné la nécessité d’adopter une politique claire visant à réduire l’utilisation du cash et à promouvoir les moyens de paiement électroniques. Cela passe par un renforcement du cadre juridique pour protéger les consommateurs et garantir la transparence des services de paiement, ainsi que par l’accélération des mesures favorisant leur acceptation économique.
Parallèlement, la Banque a coordonné une étude triennale avec le CGAP sur le développement des services financiers numériques dans les zones rurales, identifiant la nécessité d’innovation dans les offres des établissements de paiement et soulignant les limites d’un cadre réglementaire conservateur. En réponse, BAM a assoupli les réglementations pour les établissements de paiement, ce qui a entrainé une hausse de 35% des souscriptions au paiement mobile, atteignant plus de 10 millions de M-Wallets à la fin de l’année.
En outre, le rapport fait savoir qu’un projet du Code de Commerce est en cours d’élaboration dans le cadre d’une assistance technique de la Banque Mondiale relatif au cadre juridique des « Moyens de paiement », en collaboration avec les différentes parties prenantes. « La volonté de mettre en place cette réforme est dictée par les impératifs des évolutions technologiques perpétuelles dans le domaine des paiements, qui consacrent davantage les normes à teneur conventionnelle, en l’absence d’une consécration légale« , précise le document.
Dans le même sillage, BAM contribue aux travaux de dématérialisation des déversements des flux gouvernementaux, à l’instar de « TAYSSIR », en partenariat avec le nouveau délégataire du ministère de l’Education Nationale, CDG Prévoyance. La Banque a entrepris de généraliser la dématérialisation des flux gouvernementaux, inspirée par le programme TAYSSIR, en déployant trois voies d’inscription, un via les réseaux proximaux des établissements de paiement et deux voies numériques. En parallèle, BAM a facilité l’opérationnalisation des aides sociales directes en supprimant l’obligation pour les agents de paiement d’être commerçants, en déplafonnant les comptes de paiement des commerçants pour l’acceptation électronique, et en exemptant les prestations sociales de la CNSS des plafonds de compte.
Le rapport rappelle également qu’une autre étude menée par la Banque Mondiale a révélé la forte préférence pour le cash au Maroc, attribuée à des habitudes culturelles, une faible acceptation des cartes, un manque de maîtrise numérique, la crainte de coûts élevés, la traçabilité des paiements, et la non-adaptabilité pour les paiements de salaires fréquents et non déclarés. Pour y remédier, l’étude souligne la nécessité de renforcer le cadre juridique des paiements électroniques pour encourager la confiance et l’usage, notamment en réglementant les commissions d’interchange monétique.
D’un autre côté, la Banque Mondiale et Bank Al-Maghrib ont organisé en juillet 2023 des ateliers sur la gouvernance et les aspects économiques du marché des paiements avec les parties prenantes dans le cadre du développement des paiements au Maroc. Ces discussions ont mis en avant la nécessité d’une gouvernance nationale pour améliorer l’efficacité des transactions et réduire les coûts de gestion, notamment ceux liés aux internationaux et à la gestion du cash.
Pour promouvoir le paiement mobile, Bank Al-Maghrib et le Groupement de Paiement Mobile Maroc (GP2M) ont collaboré pour accroître la visibilité de la marque « Maroc Pay », avec des campagnes de communication menées fin 2022 et 2023. Dans le même temps, avec le ministère de l’Industrie et du Commerce, ils ont sensibilisé les commerçants locaux à travers des séminaires, initiant un pilote à Rabat en février 2023 pour encourager l’adoption du paiement mobile.
Bank Al-Maghrib a également contribué à une enquête annuelle menée par l’ANRT pour analyser l’équipement et l’usage des TIC par les ménages, élargissant ainsi la discussion sur l’acceptation des paiements, la perception de la marque « Maroc Pay », et l’utilisation de la monnaie digitale et des cryptomonnaies.
