Pour préserver les ressources naturelles dont jouit le Maroc, les responsables ne ménagent aucun effort. Le ministre de l’Équipement et de l’Eau, Nizar Baraka, a annoncé que le Fonds pour la délimitation, la protection et la valorisation du domaine public maritime et portuaire est alimenté chaque année par un budget de 16 millions de dirhams. Entre 2021 et 2023, les dépenses ont été réparties sur plusieurs initiatives, dont la réalisation d’études et de travaux de délimitation du domaine public maritime et portuaire, pour un montant de 22 millions de dirhams.
Dans sa réponse à une question écrite posée par le président du groupe Haraki à la Chambre des représentants, Driss Sentissi, le ministre a précisé que “7,4 millions de dirhams ont été dépensés pour des travaux de renforcement des côtes et des plages, le rechargement des plages en sable, ainsi que pour la réalisation de petites infrastructures”. De plus, 19,14 millions de dirhams ont été consacrés à des études de suivi de la ligne côtière. Le ministre a également mentionné que les services de son ministère travaillent actuellement à rassembler et analyser des images satellites à haute résolution des côtes nationales.
Ces études sont réalisées dans le cadre d’accords de partenariat entre les directions régionales de l’équipement, des transports et de la logistique, ainsi que le Centre royal de télédétection spatiale. Ce projet a pour objectif de garantir un suivi précis de l’évolution des lignes côtières atlantique et méditerranéenne, tout en utilisant ces images comme outil pour assurer une gestion durable.
Concernant la répartition des dépenses, le ministre a signalé qu’un total de 12,39 millions de dirhams avait été alloué à des études générales sur la création d’infrastructures maritimes, des études hydrosédimentaires pour les embouchures de rivières, ainsi que la préparation de bases de données naturelles pour les côtes.
Les dépenses liées à la location d’équipements pour l’entretien du domaine public maritime se chiffrent à 8,05 millions de dirhams. Ce montant inclut les équipements nécessaires pour l’ouverture des embouchures de rivières, le déblaiement de sable ou de débris, ainsi que la reconfiguration des plages. Les dépenses diverses pour la surveillance du domaine public maritime s’élèvent quant à elles à 1,03 million de dirhams.
Durant cette période, le ministre a également indiqué qu’un montant de 530.000 dirhams avait été investi dans des études de planification des ports et des plages, et 559.100 dirhams pour les honoraires des avocats concernant les litiges relatifs à l’empiètement sur le domaine public maritime ou aux contestations des limites.
En ce qui concerne la valorisation du domaine public maritime, le responsable gouvernemental a souligné la poursuite de l’élaboration d’un plan stratégique, entamé en 2016, avec un coût de 6,19 millions de dirhams. Cette étude vise à établir une vision stratégique pour valoriser le domaine public maritime le long de la côte nationale et à fournir un outil d’aide à la décision pour favoriser des investissements à valeur ajoutée.
Nizar Baraka a également rappelé la création du compte spécial du trésor, numéro 3.2.0.0.17.003, intitulé “Fonds spécial pour la délimitation, la préservation et la valorisation du domaine public maritime et portuaire”. Cette initiative a été mise en place conformément à l’article 50 de la loi de finances 1998/1997, modifié et complété par l’article 52 de la loi de finances 2005, l’article 28 de la loi de finances 2016, et l’article 27 de la loi de finances 2019.
